Clearly in the aesthetic of Napoleonic Empire, with ram's head finials and 4 swans on each of the 2 elegant claret jugs. Silversmith Risler-Vivier and with crystal likely by Baccarat, the pairing of motifs repeats from the silver vermeil mounts to the pristine decanters. Two top names in the history of French silver, each of Risler (& Carré) and (Henin &) Vivier of 19th century, it is likely these are by early 20th century factions of those 2 grand families of artisans in silver and gold. I would say antique to vintage (c. 1900-1920s when Empire revival was again in vogue.  Top drawer beauty and condition, both, I find no flaws to note.  It is rare to find a matching pair still together, and the more rare to find them without any flaws to note. Full measurements noted on the photos.

Very good to excellent condition throughout. I see that a tiny bit of tarnish shows on our greatly enlarged photos, in actual life-size, you really do not see that. I always hesitate to polish vermeil. The 18k gold layer is full and thick. The silver is also thick and heavy. One of the things setting French sterling apart, separate from the higher silver content at .950/1000 pure silver (Minerve #1), is that it's always a much thicker gauge and therefore less inclined to ding or dent or bend - French sterling is the finest in the world. These are full sized carafe, as well. One for red and one for white wine at table. Stunning elegance!
