First of all, I hope I am naming this correctly. I'm not Catholic. I'm told it's an Aspergillum, a long handled tool or scepter used in ceremonial holy water sprinkling in procession or ceremony. This one dates 19th century, found in France decades ago, and is a beautiful jeweled and kiln-fired enamel item. It's heavy, substantial, and my guess is the opal gems are real or a very opalescent French glass. They do look real, but I have not had a gemologist test them. Large, they're all in place, none missing. Measurements are noted on the photos.
Very good to excellent condition, 19th century ecclesiastical ceremony tool, it is gem-like with Burgundy kiln-fired enamel accented by florets which hold gemstones which look like opals.
