Antique Dieppe, France colony of carvers produced many objects of hand carved ivory, 17th to 19th century imported goods through the port on a regular route to Paris, with quality enough that they're simply referred to as "Dieppe". I've had this magnifying glass for decades and still love it. A twist of floral carved garland encircles the otherwise very even solid length of 7+", a diameter of 3/4" at the widest. Strong magnification, not sure what it would rate. Great for searching for tiny French maker marks, silver poincon, or gold marks on our fine antiques. It's 12" in total length, the frame of the 4" diameter glass is 1/2" broad, so is stable standing up on the edge if you wish (see images). Full measurements noted on the photos.
Very good to excellent condition for age and type, though you see very fine hairline on handle which is quite typical and owes to the slight shrinkage as it ages. The 19th century handle would be Napoleon III era, c.1850-70, (mid Victorian era). No chips, handle or glass. Brass mounting could be polished back to brighter shine if you wish. it shows a patina of age.
